The most important things to be considered when sending mail to T.R.N.C. are;
A pro forma invoice should be prepared in two copies for noncommercial mail (personal mail). Your mail is delivered to the office or the address of the recipient upon request. Personal mails are checked by customs officers of Nicosia to make sure the content is not commercial goods and then transferred to our office by Cyprus agency personnel and delivered.

The cargo with less than 100 kg of weight, 900dm3 of mass and up to 3 m long is delivered to the recipient by being picked up by our pick-up personnel from your address or brought to Yurtiçi Kargo offices personally by you. If your one-piece mail has more than 100 kg of weight, 900dm3 of mass and is higher than 3m; you can get more information about service locations of your cargo from Yurtiçi Kargo branches and agencies, which is considered within special transportation category.
If we cannot reach the recipient, in this case, your cargo is kept at the office for 3 days starting from the day of its first entry date to the office. If there is no request from the recipient, the cargo is returned to its sender after 3 days.
If the cargo is not picked up or delivered to the recipient, a written request is expected from the sender to keep/return the cargo. If the written request is not given by the sender in 3 days, the cargo is returned to its original sender with transportation costs and other additional expenses. Otherwise, Yurtiçi Kargo might use other rights of choice stated in Turkish Commercial Code article numbered 869. Click for more information
If we cannot reach the recipient at the given address, a written "Cargo Notice" is left by the authorized personnel with the information related to the mail (name and surname of the sender, invoice no. etc.) In this case, the recipient or the authorized person needs to pick up the mail from the office in 3 days.

Step 1 (Cost Based Weight)
Cost Based weight: It is the value used to determine the cost of your mail.
This process is applied for each piece of mail if the mail consists of several pieces and the total weight of all the pieces is used as cost based weight.
The mail is weighed in "Kg".
The mass of the mail is calculated. Mass (dm3) Formula: {Width (cm) x Length (cm) x Height (cm)} (According to the law numbered 6475, mass measurement must be made in dm3.)
Mail mass is divided into 3 and is compared with weight.
The greater number is used as "Cost Based Weight".
Step 2 (Line Distance)
If the mail accepted and delivered in the same city, the distance is considered as in-city.
For the mails sent between two different cities, the LINE is determined by the highway distance (km) as displayed below;
>For the mail forwarded to TRNC (Turkish Republic of Northern Cyprus) the LINE is determined via calculating the distance (km) from the sender city to Mersin. For the mail forwarded from T.R.N.C. (Turkish Republic of Northern Cyprus) the LINE is determined via calculating the distance (km) from Mersin to the city of delivery.
Step 3 (Cost)
For the 1st step, the line with "Weight Based Cost" information is selected from the related column. The service cost of the transportation is determined by selecting the related "LINE" column from Step 2.
For mails with cost based weight more than 50, the calculation is made as shown below:
1. Process: ”50” line is selected from the cost based weight column and the cost on the equivalent line column is found.
2. Process: The number 50 is subtracted from the cost based weight determined on Step 1 and the final number is multiplied with the cost on the “per (+) 50” equivalent line column.
3. Process: The service cost is determined by adding together the results of the 1st and 2nd steps.
The related cost on the line of T.R.N.C. column is added to the service cost of mail forwarding to and from T.R.N.C. (Turkish Republic of Northern Cyprus).
If the mail is requested to be picked up from an address and/or delivered to an address, final service cost is obtained by adding additional services on the related line to the transportation service cost.
According to Postal Services Law numbered 6475, postal materials are articles with less than 5kg weight and 50 dm³ mass, with or without a commercial value and articles with less than 30kg weight or 300dm³ mass, which do not contain transcripts with communication value. 2,35% of the final cost is added to the bill as “postal service cost” in the cost calculation segment on the Personal Internet Page of our website, iPhone and Android applications.

Area code of the destination country is found on the next table for EXPRESS service and on the special area codes table for STANDARD service.

If the cost based weight is more than 30, the cost calculation including EXPRESS service is made as stated below:
1. Process: ”30” line is selected from the cost based weight column and the cost on the equivalent AREA CODE column is found.
2. process: The number 30 is subtracted from the cost based weight and the resulting number is multiplied with the cost on the equivalent “per (+)” area column.

4. process: The service cost is determined by adding together the results of the 1st and 2nd processes (Up to 30kg of mail is accepted for STANDARD services and up to 149kg of mail accepted for EXPRESS service)
When calculating cost based weight, the following number rounding method is used. For fractional costs; when the whole number is subtracted and the resulting number is between 0,1 and 0,49, then only the whole number is used; and if the fraction is between 0,50 and 0,99, then the whole number is rounded up and increased 1 point. (For example: If Cost Based Weight = 2,45, rounded to “2”; if Cost Based Weight= 2,51, then rounded up to “3”)
Difference in Fuel Prices
Operators operating in the field of international transportation reflect an additional cost of difference in fuel prices as a variable when the price of oil fluctuates. The fuel price difference rate stated below is applied for the contracted mails in the category of International Services.
When the percentage of price differences to be applied is determined, USGC kerosene/jet fuel spot prices published 2 months prior by USA Department of Energy are taken into consideration. The percentage value of the determined price is entered into the system from fuel surcharge table.
Determination of the identification is a legal obligation and the transportation companies are responsible for conducting their transactions in compliance with the laws. In compliance with the article 45 paragraph 2 of Highway Transportation Regulation published in the Official Newspaper no 27255, dated 11.06.2009, it is indicated that the senders are obliged to their address and identification information completely and correctly and if not notified the transportation companies shall not realize the transportation. On the other hand, transportation companies were listed among those who are obligated to determine the identities in the Law Regarding the Prevention of Laundering of Crime Revenues no 5549 and the Regulation published in the Official Gazette no 26751 dated 09.01.2008 as based on this law, and it is indicate that this determination shall be performed by writing the names of the mother – father and TR ID numbers. Moreover, in compliance with 231st article of the Tax Procedure Law no 213, the customer is obliged to represent his/her name, tax administration, account number and identity during the issuance of the INVOICE. According to the General Communiqué of Tax Identity Number published in the Official newspaper no 26274 dated 29.08.2006, the tax numbers are converted into TR ID numbers and due to this reason, the customer’s TR ID number is also registered during the issuance of the invoice.

COMPENSATION PROCESS
APPEAL;
The compensation process of damaged, lost or late deliveries start with the appeal of the customer to the related Yurtiçi Kargo branch or regional directorate with a written petition.
There is no specific format of petition requested from the customer, yet the petition should include;
The date of goods receipt document, recipient’s name, mail content and the compensation requested if the mail is lost or damaged before the invoice is drawn after the mail is picked up from sender's address.
Invoice information (mail code/document number, date) and the requested compensation if the mail is lost/damaged or delivered late after mail invoice is drawn.
Necessary documents that the customer must present with the petition;
If the mail is lost or damaged before the invoice is drawn after the mail is picked up from sender's address; then copy of receipt document and an official document that proves the content of the mail, drawn on the date of purchase or before, are required. (e.g. the purchase bill of the product)
If the mail is lost, damaged or delivered late after the invoice is drawn; then copy of the invoice drawn at the office for mails that is paid by the sender; receipt document and an official document that proves the content of the mail, drawn on the date of purchase or before for the mail to be paid by the recipient, are required. (e.g. the purchase bill of the product)
EVALUATION;
Compensation petitions delivered to Yurtiçi Kargo offices are sent to Regional Directorates by Office Directorates with the petition and related documents.
Regional Directorates start the investigation process of the compensation petitions. For lost mail, an investigation starts in all offices and transshipment centers. For damaged mails, opinions and official reports of all units that cargo passes through are requested.
After the investigation and opinion request process is complete for damaged and lost mail, Regional Directorate Compensation Commission evaluates the process and send it for approval to General Directorate Compensation Commission evaluates the process and send it for approval to General Directorate Compensation Commission.
General Directorate Compensation Commission approves or rejects the request by examining acquired documents, opinions and evaluations.
RESULT;
If the Compensation commission approves a request;
A notice of acquaintance and note of expenses are prepared and sent by Regional Directorate to the related Yurtiçi Kargo Office Directorate where the compensation petition is submitted by the customer/or the directorate which is in the neighborhood of the customer.
Damaged mail in question is taken back by the customer.
After the Notice of Acquaintance and Note of Expenses are signed by the customer, the mail in question is handed to the Office personnel or directly to the Office.
The Notice of Acquaintance and Note of Expenses handed to the Office are sent to the Regional Directorate. After the related documents are recorded in the system by the Regional Directorate, approved compensation price is paid via bank transfer to the customer’s account by the Finance Department of the General Directorate.
If the compensation is rejected by the commission;
After the information related to the rejection of compensation is given to the Regional Directorate, Office Directorate, where the petition is submitted gives necessary information to the customer.
If the customer requests a re-evaluation, s/he needs to draw up a petition of objection and submit it to the office personnel/authority.
When the petition of objection is submitted, re-evaluation process starts.
"Turkish Citizen ID No" is to be presented when receiving/delivering mail due to security reasons according to all the laws and regulations the company is liable to comply with. We would like to inform you that the information given will not be used for any other purpose than the service provided.
Laws and regulations related to Turkish Citizen ID number and Tax Number to be presented are given in detail below.
According to the 45th article and 2nd line of Road Transport Code published in Official Newspaper dated 11.06.2009 and numbered 27255, the sender must give full and correct address and ID information to the cargo company, and according to article 43/12, the cargo company must take and record ID number of the recipient when delivering the mail.
According to the law numbered 5549 related to Prevention of Criminal Money Laundry and Financing of Terrorist Acts enacted for this purpose and the related Regulation published in the Official Newspaper dated 09.01.2008, numbered 26571, cargo companies are among the responsible parties to request proof of ID and they are liable to take and record Turkish citizen ID number and/or Tax number of both the sender and recipient.
According to the 231st Article of Tax Procedure Law numbered 213, the customer must give personal information of name-surname, the tax office s/he is bound by, tax number and identity when the invoice is drawn. According to General Communiqué on Tax Identification Number, dated 29.08.2006, numbered 26274, the Turkish citizen ID number is accepted as tax number and thus, Turkish Citizen ID number of the customer is recorded when the invoice is drawn.
